Notice Invitation Quotation-Based Procurement

NOTICE INVITING QUOTATION-BASED PROCUREMENT

For an Empanelled Hospital under the Balochistan Health Card Program (BHCP).

Sealed bids are invited from well-reputed and registered firms/contractors engaged in the business of             Civil    Work   Repair and       Maintenance   Services, including the establishment/renovation/maintenance of physical infrastructure and related facilities within the Hospital/institution in Balochistan. Sheikh Mohamed Bin Zayed Al-Nahyan Institute of Cardiology Quetta.

The procurement process will be conducted in accordance with the BHCP Policy Guidelines 2024, issued by the Health Department, Government of Balochistan.

Eligibility Criteria:

1. 1. The firm must be registered with the Income Tax Department and listed as an Active Taxpayer with the Federal Board of Revenue (FBR).
   2. The firm/contractor must hold a valid registration with the relevant construction authorities (e.g., Pakistan Engineering Council – PEC) and possess a valid license from other relevant government authorities for undertaking such works.
   3. The bidder must have Financial Capacity/worthiness of Rs. 10 million. The bidder must submit a Bank Statement or Solvency Certificate from their bank. Alternatively, submission of previous relevant project completion certificates of similar value may be considered.
   4. The bidder must have relevant experience in civil work, repair and maintenance of institutional/healthcare facilities. Details of past projects with client references must be provided.
   5. The list and scope of required Civil Work Repair and Maintenance can be obtained from the office of the undersigned during official timings after payment of Rs. 300/-
   6. Declaration on Affidavit duly signed by Notary Public/Oath Commissioner on Rs.100/- Stamp Paper declaring that the firm is currently non- Blacklisted or Penalized for any Default or any delivery to Govt./non-Govt. Institutions throughout Pakistan must be attached.
   7. A single-stage, two-envelope (Eligibility and Financial) procedure will be used for quotation opening.
   8. The financial quotation must include the lowest possible rates, which shall be sustained for at least three (3) months.
   9. Approval after comparative assessment, the final work order will be granted by the designated procurement committee of the hospital for BHCP, with prior approval of the chairman of the Fund Utilization Committee.
   10. The current procurement process is for immediate repair and maintenance needs; however, the undersign is authorized to place repeated work orders to the qualified firm(s) consequent upon the identification of further repair and maintenance requirements.
   11. An undertaking certificate on Rs: 100/- Judicial Stamp Paper agreeing to the terms and conditions of the bidding process must be submitted.
   12. Mode of Payment: Payments will be made within 120 days of supply completion, subject to the consumed supplies and completion of all required official and financial documentations and processes.
   13. All payments will be made via bank transfer to the firm’s valid account.
   14. The undersigned has the authority to cancel the procurement process at any stage or extend the date of quotation submission without any intimation.

Submission Deadline:

Quotations must be submitted by the date 28/04/2025, no later than 12:00PM, at the office of the undersigned.

Quotation Opening:

All submitted quotations within the stipulated timeline will be opened on 29/04/2025 at time11:30 am in the presence of the designated Hospital Procurement Committee and representatives from the BHCP. In the presence of the designated Hospital Procurement Committee at the office of the Procurement department, SMBZAN ICQ.
